The Santa Barbara County Department of Behavioral Wellness (hereafter “the Department”) is committed to providing county-wide services that are welcoming, accessible, culturally competent, recovery-oriented and unified within a comprehensive, continuous, integrated system of care and recovery structure. This policy defines the Department’s position on access to mental health and alcohol/drug services, and the integration of these services in Santa Barbara County.
